House prices in Piacenza
The OMI values of the Italian Revenue Agency, area by area: a yardstick for comparison, not an appraisal of a single property.
In Piacenza, the price per square metre of a home in normal condition in the most expensive area, the Centro Storico inside the Farnesian walls (mura Farnesiane), is between €1,150 and €1,700/m². The lowest minimum value in the city is €680/m², in the outer rural area. These figures are the OMI property values (quotazioni OMI) of the Italian Revenue Agency (Agenzia delle Entrate), meaning the average values that the agency publishes every six months, zone by zone. The ones described here are for the first half of 2026.
The range shows a minimum and a maximum for a zone, not the price of a specific house. To orient yourself, use the median: half of the zones have a minimum below €880/m², half have a minimum above it, and half of the maximums are below €1,300/m². If you are looking at an auction in an outlying zone, start from the range for that zone, not from the city-wide average.
Rents follow the same logic. The median central value across zones is €5.7/m² per month. The rents under registered contracts are the average rents on contracts filed with the Agenzia delle Entrate in 2025: €6.7/m² per month for the free-market 4+4 open-market lease, €6.3/m² per month for the 3+2 agreed-rent lease (canone concordato), and €6.2/m² per month for the transitional lease. The 4+4 is the free-market contract, the 3+2 is the agreed-rent contract, with the rent set by agreement between owners and tenants.
To understand how much a mortgage weighs, compare the price with this figure. In the city there were 1,569 home sales in the last four quarters, and 49% of them with a mortgage. In the second quarter of 2026 home sales were 404, with an annual change of -14%. Source: Agenzia delle Entrate (OMI), provisional data.
Before making an offer, compare the auction price with the range for the zone where the property is located, and read the appraisal report (perizia) carefully.

What the OMI range really tells you
The OMI values of the Italian Revenue Agency are ranges for an area, a property type and a period. They do not value a single flat and do not replace a professional appraisal. A fair comparison also needs condition, floor, exposure and documentation.
On the auction pages, the “below the area value” discount shows how far the minimum offer per square metre is below the minimum of the area range. A lower value does not equal an expected gain.
