House prices in Perugia

The OMI values of the Italian Revenue Agency, area by area: a yardstick for comparison, not an appraisal of a single property.

In Perugia, a home in the historic centre can be worth up to €2,500 per square metre, while in rural areas the figure drops to €600. These are the values from the Italian Revenue Agency (Agenzia delle Entrate) for the first half of 2026. The OMI property values (quotazioni OMI) are average values per square metre that the Agency publishes every six months for each zone, with a minimum and a maximum, referring to homes in normal condition.

The 19 zones with values fall into four bands. In the centre, the average of the minimums is €1,149/m² and the average of the maximums is €1,553/m². The most expensive zone is B6, Centro Storico, between €1,700 and €2,500/m². If the property you are interested in is in a central zone, as a starting point you can keep in mind an average minimum of about €1,150/m², then look at your specific zone.

Lower down, the median of the minimums is €830/m² and the median of the maximums is €1,100: half of the zones sit below these values, half above. The least expensive zones are the rural zones R1, R3 and R4, between €600 and €900/m². If you are looking at an auction in the countryside, that is the reference range.

For those who want to rent, the rents from registered contracts are the average rents of contracts lodged with the Italian Revenue Agency (Agenzia delle Entrate). In 2025 they range from €5.9 per m² per month for the 3+2 agreed-rent lease (canone concordato) to €6.1 for the 4+4 open-market lease, up to €6.4 for the transitional lease reserved for students. The median of the OMI rents is €5.0 per m² per month. The number of homes should be read by type of contract: 2,182 with the agreed-rent lease, 866 with the open-market lease.

The average income declared in the provincial capital is €27,498, across 119,892 taxpayers in 2024 (source: MEF, Department of Finance). It helps you understand how much a monthly instalment weighs on income, but it does not tell you how much the home costs. In the provincial capital, over the last four quarters, 2,293 registered home sales were recorded (Agenzia delle Entrate, OMI, provisional data, up to the 2nd quarter of 2026).

Before making an offer, compare the price with the price range of the zone where the property is located.

What the OMI range really tells you

The OMI values of the Italian Revenue Agency are ranges for an area, a property type and a period. They do not value a single flat and do not replace a professional appraisal. A fair comparison also needs condition, floor, exposure and documentation.

On the auction pages, the “below the area value” discount shows how far the minimum offer per square metre is below the minimum of the area range. A lower value does not equal an expected gain.
