In Parma, half of the zones have a minimum sale value below €1,400/m² and half above; for the maximums, the midpoint is €1,900/m². These are the figures for the 1st half of 2026 from the Italian Revenue Agency (Agenzia delle Entrate) OMI property values (quotazioni OMI), meaning the average values the Agency publishes every half-year zone by zone, in euros per square metre, with a minimum and a maximum, for homes in normal condition. There are 23 zones with values.
The price varies a lot from one zone to another. The lowest minimum is €850/m², in agricultural zone R8, while the highest maximum is €2,450/m², in zone B4, along Strada della Repubblica and Via Garibaldi. If you are looking at an auction in the city centre, the reference is the central band: on average the minimums are €1,800/m² and the maximums €2,275/m².
If the property is in the outskirts or in a suburban area, the scale goes down. In suburban zones the average of the minimums is €1,285/m². The value for homes in excellent condition is published in only 8 zones, so in most zones you need to use the normal-condition figure.
For those thinking of renting, the reference figure is €7.0 per m² per month, the median across the zones. Rents from contracts registered with the Agenzia delle Entrate, meaning average rents, in 2025 were €6.2 per m² per month for the 3+2 agreed-rent lease (canone concordato) and €9.1 for the 4+4 open-market lease. The 4+4 is the most common type, with 3,928 homes.
The average declared income in Parma is €32,399, for 2024, according to the MEF (Ministry of Economy and Finance), across 148,833 taxpayers. In the provincial capital, in the 2nd quarter of 2026 there were 825 home sales, and over the last 4 quarters 2,995. 53% involve a mortgage. Before an auction, compare the price with these values and read carefully the condition of the property.
