House prices in Bologna
The OMI values of the Italian Revenue Agency, area by area: a yardstick for comparison, not an appraisal of a single property.
In Bologna, in the 1st half of 2026, the sale price varies a great deal from one zone to another: in the central zones the average minimum is €3,100/m², while in the outer suburban zones it is €1,950/m². If you are starting from scratch, this is the first thing to understand.
In Bologna there are 33 zones with values, so for each zone you will find a range, not a single price. If you are looking at an auction in an outlying zone, the reference is an average range between €2,544 and €3,188/m².
Also look at the median: half of the zones have a minimum below €2,500/m² and half above, while the midpoint of the maximums is €3,300/m². The lowest minimum is €1,750/m² and the highest maximum is €4,400/m², and the maximum of the most expensive zone is about 2.5 times the minimum of the least expensive zone. In 30 zones the Agency also publishes the value for excellent condition: if the property has been renovated, you can compare it with that figure and not with the normal one.
For those thinking of renting out, the rents on leases registered with the Italian Revenue Agency (Agenzia delle Entrate) give a useful picture. In 2025 the open-market 4+4 lease (contratto libero) averaged €13.0/m² per month; the transitional lease (transitorio) €10.0; the 3+2 agreed-rent lease (concordato 3+2) €9.0; and the transitional agreed-rent lease for students €7.2. The median across zones for the central value of the rental range is €11.8/m² per month.
In the provincial capital, according to the Italian Revenue Agency (OMI property values (quotazioni OMI), provisional data), in the 2nd quarter of 2026 there were 1,569 home sales, and 5,965 over the last four quarters. About 55% of sales took place with a mortgage. The average declared income, according to the Ministry of Economy and Finance (MEF), is €33,307 (year 2024, across 301,124 taxpayers): a useful figure for understanding how much an instalment weighs, but it does not tell you how much a home costs.
Before making an offer, compare the price with the range for the zone and with the condition of the property.

What the OMI range really tells you
The OMI values of the Italian Revenue Agency are ranges for an area, a property type and a period. They do not value a single flat and do not replace a professional appraisal. A fair comparison also needs condition, floor, exposure and documentation.
On the auction pages, the “below the area value” discount shows how far the minimum offer per square metre is below the minimum of the area range. A lower value does not equal an expected gain.
