House prices in Rovigo

The OMI values of the Italian Revenue Agency, area by area: a yardstick for comparison, not an appraisal of a single property.

In Rovigo, in the Centro Storico (OMI zone (zona OMI) B3), the Italian Revenue Agency (Agenzia delle Entrate, OMI) gives between €950 and €1,250/m² for homes in normal condition: the maximum of €1,250/m² is the highest in the provincial capital, level with the semi-central zone C2 (between €1,000 and €1,250/m²). If you are looking at an auction in the centre, start from this range. OMI property values (quotazioni OMI) of the Italian Revenue Agency are the average values that the Agency publishes every six months, zone by zone, with a minimum and a maximum in euros per square metre. The ones here are from the 1st half of 2026.

The overall picture is flatter than it seems. In rural and suburban zones (E1, E5 and R2) values are roughly between €800 and €1,100/m². For an auction in a hamlet, therefore, check the exact zone before making a comparison.

For rentals, the reference figure is a median of €7.2/m² per month, calculated across the zones. Rents on registered contracts, meaning the average rents registered with the Agenzia delle Entrate, are different. The 3+2 agreed-rent lease (canone concordato) is at €6.5/m² per month, the transitional lease at €4.4 and the free-market 4+4 open-market lease (contratto 4+4) at €4.1. The 4+4 is the free-market contract; the 3+2 is the agreed-rent lease, with a rent set by agreement between owners and tenants.

In the provincial capital there were 770 home sales over the last 4 quarters, up to the 2nd quarter of 2026, and 198 in the last quarter. About 49% were made with a mortgage (Agenzia delle Entrate (OMI), provisional data). If you are evaluating a monthly instalment, compare it with the average declared income: €27,354 in 2024, according to the MEF.

There are 7 zones where the Agency also publishes the value for homes in excellent condition.

What the OMI range really tells you

The OMI values of the Italian Revenue Agency are ranges for an area, a property type and a period. They do not value a single flat and do not replace a professional appraisal. A fair comparison also needs condition, floor, exposure and documentation.

On the auction pages, the “below the area value” discount shows how far the minimum offer per square metre is below the minimum of the area range. A lower value does not equal an expected gain.
