Land at auction on Strada Comunale, Agazzano (locality Tavernago il Terreno), 6,160 m²

Strada Comunale, Agazzano (Piacenza)

The appraisal report in brief

  1. Planning and land-registry discrepancies

Lot 1: the land is classified in the RUE as equipped public green and, in part, as a golf and equestrian centre, subject to a hydraulic constraint; the 2025 variant made the area subject to a new planning agreement for the golf centre.

«Questa variante urbanistica vincola ogni trasformazione urbanistica delle aree in questione alla stipula di una nuova Convenzione Urbanistica»

Quote from the report (Italian), page 15 ↗
  2. Restrictions and easements

Lot 1: the land partly falls within the hydraulic constraint of the 10-metre minor reclamation network, as per the Certificate of Urban Planning Designation.

    «Vincolo idraulico del reticolo minore di bonifica - 10 metri (R.D. 368/1904, artt. 132, 140; PAI, art. 14)»

Quote from the report (Italian), page 4 ↗
  3. Unauthorised building works

Lot 1: the former electricity substation building is in very poor condition, with dense vegetation preventing safe access; the appraisal does not expressly report building abuses.

«si presenta in pessimo stato di conservazione e limitato interesse edilizio e funzionale»

Quote from the report (Italian), page 5 ↗
  4. State of repair

Lot 1: the small rural building (former electricity substation) is described as being in very poor condition, with vegetation preventing safe access.

«con una fitta vegetazione che impedisce di accedervi in sicurezza»

Quote from the report (Italian), page 5 ↗
  5. Regularisation costs

Lot 1: the land estimate has been reduced to €12.00 per m², for a total of €73,920.00, following the planning variant; the building remains estimated at €5,400.00.

    «6.160 mq X 12,00 €/mq = 73.920,00 Euro.»

Quote from the report (Italian), page 17 ↗
  6. Other

Lot 1: the appraisal reports that the agreed implementation plan has expired and cannot be extended, with the building entitlement lapsed as stated by the Municipality.

«la possibilità edificatoria risulta pertanto scaduta»

Quote from the report (Italian), page 16 ↗

From the notice: Agricultural land and electricity substation in Agazzano (PC), Località Tavernago. The land up for auction is located in the northern part of the municipality of Tavernago, adjoining the Strada Comunale. It has a surface area of 6,160 m². The land was affected by a variant to the RUE introduced in 2025 by the Comune di Agazzano, which drastically reduced the area designated for the Golf/Equestrian Centre (continuous sloping hatching) by removing most of the land previously included but, in a not very understandable way, including part of that residential area previously excluded, more precisely the land intended for the construction of urbanisation works serving the residential zone (car parks and equipped green areas) but not the part primarily designated for new building.

If this sale also ends with no bids, as a rule the judge can reduce the base price (prezzo base) by up to a quarter: at the next attempt it could start from around €33,463, with a minimum offer (offerta minima) of €25,097. This is the maximum allowed by law (art. 591 c.p.c.), not a forecast: the reduction is decided by the judge and in the meantime the lot may be awarded to others.
