Apartment with parking space up for auction in Via degli Ulivi, Ghilarza, 169 m²

Via degli Ulivi, Ghilarza (Oristano)

The appraisal report in brief

  1. State of repair

Lot 1: the property is not complete in its building and plant works; the stairwell is rough-finished and lacks a parapet, a circumstance relevant for safety and habitability.

«Il vano scala risulta ancora al grezzo e privo di parapetto, circostanza rilevante ai fini della sicurezza d’uso e, più in generale, dell’agibilità.»

Quote from the report (Italian), page 12 ↗
  2. Unauthorised building works

Lot 1: the state of the premises is not fully compliant; the appraiser reports an increase in surface area on the basement level of about 8.5 m², which can be regularised with a conformity verification.

«lo stato dei luoghi non risulta pienamente conforme, in particolare per un incremento di superficie al piano seminterrato di circa 8,5 mq»

Quote from the report (Italian), page 43 ↗
  3. Systems (plumbing, electrical, heating)

Lot 1: the systems are unfinished and do not comply with the relevant sector regulations; the electrical system lacks sockets, switch frames and connections.

«Gli impianti, pur impostati come autonomi e realizzati in gran parte sottotraccia, non risultano ultimati»

Quote from the report (Italian), page 12 ↗
  4. Regularisation costs

Lot 1: the appraiser estimates €2,500.00 for the conformity verification and €1,500.00 for the habitability procedure.

«I costi complessivi per l’accertamento di conformità, comprensivi di onorari tecnici e spese amministrative, sono stimati in Euro 2.500,00.»

Quote from the report (Italian), page 45 ↗
  5. State of repair

Lot 1: significant rainwater infiltration from the living room skylight has caused deterioration of the finishes; the basement level shows rising damp and cracks.

«in tale punto sono state rilevate infiltrazioni meteoriche rilevanti, con conseguente degrado delle finiture superficiali»

Quote from the report (Italian), page 11 ↗
  6. Planning and land-registry discrepancies

Lot 1: no valid certificate of habitability exists; the application submitted is ineffective because the unit is not completed, and to obtain it the works must be completed first.

«È stata presentata una domanda di agibilità che, tuttavia, deve ritenersi inefficace»

Quote from the report (Italian), page 47 ↗
  7. Occupancy and title

Lot 1: at the inspection the property is vacant and no lease contracts were found.

«non risultano in essere contratti di locazione presso l’immobile pignorato e che, a sopralluogo, è risultato libero»

Quote from the report (Italian), page 48 ↗
  8. Unpaid condominium fees

Lot 1: no condominium charges are documented or overdue, because the building has no formalised condominium management; connections and transfer of utility accounts remain at the expense of the successful bidder.

«Eventuali oneri di allaccio/riattivazione e voltura delle utenze resteranno, pertanto, a carico dell’aggiudicatario.»

Quote from the report (Italian), page 50 ↗
  9. Other

Lot 1: the property has no energy performance certificate (APE) nor a certificate of habitability.

«Non risultano disponibili attestato di prestazione energetica (APE) né dichiarazione di agibilità.»

Quote from the report (Italian), page 43 ↗
  10. Other

Lot 1: the appraiser gives a base price of €93,663.36, which does not take into account the completion costs listed in the previous pages.

    «PREZZO BASE Euro 93.663,36.»

Quote from the report (Italian), page 43 ↗

Costs and conditions to factor in

The items below are the general rules for this type of sale: the exact figures are in the notice linked at the bottom.

  • Deposit: 10% of the price offered (as the notice requires), paid by bank transfer before the auction
  • Balance of the price within the deadline set by the notice (at most 120 days from the award)
  • Registration tax or VAT as in a standard sale; plus the share of the sale delegate's fee for the transfer and the costs of registering the transfer decree
  • No commission to pay to the court or the seller. If you choose our assisted service, the fee is separate and we will tell you in writing before we start

What you really need

  • Deposit: €5,269 (10% of the minimum offer, as the notice requires) or €7,025 if you offer the base price
  • Registration tax (imposta di registro): €1,154 if first home (prima casa) (2%, minimum €1,000) or €4,842 in other cases (9%, minimum €1,000), already including €100 of mortgage and cadastral taxes. If the seller is a business, VAT may apply: the notice says so. If you buy as a private individual and the sale is not subject to VAT, you can ask for the tax to be calculated on the cadastral value rather than the price: this is often much lower. Ask the sale delegate or the notary.
  • With the price-value (cadastral income €372.37) the tax would be about €1,100 for a first home / €4,323 for a second home, always including mortgage and cadastral taxes: ask the sale delegate.
  • Share of the sale delegate's fee for the transfer (DM 227/2015), registration and change of ownership: approximately €1,000-€2,500
  • Indicative total budget starting from €52,686: around €54,840-€60,028
  • Estimate starting from the minimum offer: monthly instalment of about €181 with a 70% mortgage (€36,880) over 25 years at 3.3%; you need about €17,960 in savings: the 30% not covered by the mortgage (the deposit paid is part of it and is deducted from the price), the tax and the fees
  • These are estimates based on the general rules, not a quote: the exact figure depends on the notice, your tax situation and the bank.
