Apartment with garage at auction in Via Giacomo Matteotti 49, Osoppo, 251 m²

Via Giacomo Matteotti 49, Osoppo (Udine)

The appraisal report in brief

  1. Occupancy and title

Lot 1: at the inspection the flat was found vacant, without furniture or fittings. The appraiser writes that access was gained by force through the court-appointed custodian (custode) Coveg.

    «Alla data del sopralluogo l'immobile risulta libero.»

Quote from the report (Italian), page 2 ↗
  2. Planning and land-registry discrepancies

Lot 1: the appraiser identifies building discrepancies (changes to the internal layout, removal of a bathroom, alterations to the balconies) and writes that they can be regularised with a reduction to compliance under regularisation (sanatoria) procedure. However, the same record also includes the entry "CRITICALITY: NONE".

«L'immobile risulta non conforme, ma regolarizzabile.»

Quote from the report (Italian), page 5 ↗
  3. Regularisation costs

Lot 1: the appraiser estimates €1,000.00 for the reduction to compliance under regularisation (sanatoria), with a timeframe of 30 days. Technical costs and registry office fees are not included in this figure.

    «Riduzione a conformità in sanatoria: €.1.000,00»

Quote from the report (Italian), page 5 ↗
  4. Planning and land-registry discrepancies

Lot 1: the appraiser writes that many documents from the 1960s and 1970s were destroyed or lost after the 1976 earthquake. For this reason, building compliance rests only on practice no. 50/72, with no other official references.

«diversi documenti degli anni 1960 e 1970 sono andati distruzzi e/o smarriti dopo gli eventi sismici del 1976»

Quote from the report (Italian), page 4 ↗
  5. Systems (plumbing, electrical, heating)

Lot 1: the declarations of conformity for the systems were not found, and the appraiser does not guarantee their proper operation. Any upgrades will be at the buyer's expense.

«Non sono state reperite le dichiarazioni di conformità e non si può garantire la perfetta efficienza ed il regolare funzionamento degli impianti.»

Quote from the report (Italian), page 6 ↗
  6. State of repair

Lot 1: the appraiser describes the state of maintenance as poor. He reports cracks in the living room floor and mould on the north walls, and attributes part of the deterioration to the owners having abandoned the complex.

«Nell' alloggio si evidenziano alcune crepe a livello di pavimento nel soggiorno ed alcune macchie di muffa nelle pareti a nord.»

Quote from the report (Italian), page 7 ↗
  7. Other

Lot 1: the market value is reduced by 25% for the absence of a warranty against defects. The appraiser applies this reduction in the calculation of the value.

«Riduzione per assenza garanzia vizi (-25%)»

Quote from the report (Italian), page 9 ↗

From the notice: Apartment with two storage rooms with a total commercial surface area of 251.50 m², in Osoppo, via Matteotti no. 49.

If this sale also receives no bids, as a rule the judge may reduce the base price (prezzo base) by up to a quarter: at the next attempt it could start from around €39,000, with a minimum offer (offerta minima) of €29,250. This is the maximum allowed by law (art. 591 c.p.c.), not a forecast: the reduction is decided by the judge, and in the meantime the lot may be awarded to someone else.

How to take part

You can make an offer online, with certified email (PEC) and digital signature on the Public Sales Portal, or in a sealed envelope at the delegate's office: at the auction, bids are placed in the room or remotely. Minimum offer (offerta minima): €39,000.

  1. Book the viewing through the Public Sales Portal, using the «Prenota visita» button in the official listing: by law, requests must go through it (art. 560 c.p.c.). Court-appointed custodian (custode): Coveg SRL · 0432566081. You can call the custodian with questions about the property. Read the attached appraisal report (perizia).
  2. Choose how to bid: online (you need PEC, digital signature and a bank transfer for the deposit (cauzione)) or in a sealed envelope at the sale delegate's office (with a banker's cheque). Deposit: 10% of the price offered, as the notice requires.
  3. Submit the online offer on the Public Sales Portal or deposit the sealed envelope with the delegate by Monday 07/12/2026 at 12:30.
  4. Auction on Wednesday 09/12/2026 at 14:30: bidding takes place in the room in front of the delegate or remotely; if you are awarded the lot, pay the balance within the terms of the notice, and then the transfer decree follows.

The public appraisal report, with photos and the condition of the property, is free and is among the attachments to the notice: read it before making an offer.

Costs and conditions to factor in

The items below are the general rules for this type of sale: the exact figures are in the notice linked at the bottom.

  • Deposit: 10% of the offered price (as the notice requires), by bank transfer if you bid online or with a banker's cheque in the envelope if you bid in person
  • Balance of the price within the deadline set by the notice (at most 120 days from the award)
  • Registration tax or VAT as in a standard sale; plus the share of the sale delegate's fee for the transfer and the costs of registering the transfer decree
  • No commission to pay to the court or the seller. If you choose our assisted service, the fee is separate and we will tell you in writing before we start

What you really need

  • Deposit: €3,900 (10% of the minimum offer, as the notice requires) or €5,200 if you offer the base price
  • Registration tax (imposta di registro): €1,100 if first home (2%, minimum €1,000) or €3,610 in other cases (9%, minimum €1,000), already including €100 of mortgage and cadastral taxes; if a business is being sold, VAT may apply: the notice says so. If you buy as a private individual and the sale is not subject to VAT, you can ask for the tax to be calculated on the cadastral value rather than the price: often it is much lower. Ask the sale delegate (delegato alla vendita) or the notary.
  • Share of the sale delegate's fee for the transfer (DM 227/2015), registration and change of ownership: approximately €1,000-€2,500
  • Total indicative budget starting from €39,000: about €41,100–€45,110
  • Estimate starting from the minimum offer: monthly instalment of about €134 with a mortgage at 70% (€27,300) over 25 years at 3.3%; you will need around €13,800 in savings: the 30% not covered by the mortgage (the deposit paid forms part of it and is deducted from the price), the tax and the fees
  • These are estimates based on the general rules, not a quote: the exact figure depends on the notice, your tax situation and the bank.
