The appraisal report in brief

  1. Unauthorised building works

The appraiser writes that the building is unauthorised in nature (abuso edilizio), built in December 1973. An application for regularisation (sanatoria) filed by the previous owner on 27/02/1986 is on record, and the appraiser writes that all amounts due have been paid.

Quote from the report (Italian), page 4 ↗
  2. Planning and land-registry discrepancies

The appraiser writes that the regularisation (sanatoria) is subject to the favourable opinion of the authorities that protect the constraint. He also writes that you can sell while the amnesty application (condono) is still undetermined, attaching the registered application and the receipts for the oblazione payment, pending the opinion.

«Ai sensi dell'art. 32 della legge n. 47/1985, il rilascio della sanatoria è subordinato al parere favorevole delle Amministrazioni preposte alla tutela del vincolo.»

  4. State of repair

The appraiser writes that the overall condition of the small villa is very poor, with deterioration of the infill walls due to water infiltration. He also writes that the interior requires substantial building renovation.

«Pessimo lo stato complessivo del villino, in particolare le tamponature prospettiche»

Quote from the report (Italian), page 3 ↗
  5. Planning and land-registry discrepancies

The appraiser writes that the second bathroom shown on the cadastral floor plan is currently decommissioned and used as a storage room, so it does not match the actual state of the premises.

«Il secondo bagno indicato sulla planimetria catastale attualmente è dismesso ed usato come ripostiglio.»

Quote from the report (Italian), page 3 ↗
  6. Restrictions and easements

The appraiser writes that the purchase includes all rights, obligations, prohibitions and active and passive easements of the deed of origin (atto di provenienza), and also acceptance of the condominium regulations of the Villaggio Columbus.

«L'acquisizione dell'immobile è comprensiva sia di tutti i diritti, obblighi, divieti, servitù attive e passive»

Quote from the report (Italian), page 5 ↗

Costs and conditions to factor in

The items below are the general rules for this type of sale: the exact figures are in the notice linked at the bottom.

  • Deposit (cauzione): 10% of the offered price, as set out in the sale rules
  • Balance payable under the disciplinare terms
  • Notary's fee for the notarial deed, payable by the buyer
  • Registration tax as in a normal sale; if the company in the proceedings is selling business assets, the sale may be subject to VAT (IVA): check the disciplinare
  • No commission to pay to the court or the seller. If you choose our assisted service, the fee is separate and we will tell you in writing before we start

What you really need

  • Deposit (cauzione): €4,380 (10% of the base price, as the notice requires)
  • Registration tax (imposta di registro): €1,100 if first home (prima casa) (2%, minimum €1,000) or €4,042 in other cases (9%, minimum €1,000), already including €100 of mortgage and cadastral taxes; if a company is being sold, VAT may apply: the notice says so. If you buy as a private individual and the sale is not subject to VAT, you can ask for the tax to be calculated on the cadastral value instead of the price: this is often much lower. Ask the sale delegate or the notary.
  • Notary's fee for the notarial deed (payable by the buyer), transcription and change of ownership: approximately €1,000-€2,500, more for higher amounts
  • Indicative total budget starting from €43,800: approximately €45,900-€50,342
  • Estimate starting from the base price: monthly instalment of about €150 with a 70% mortgage (€30,660) over 25 years at 3.3%; about €15,240 in savings needed: the 30% not covered by the mortgage (the deposit paid is part of it and is deducted from the price), the registration tax and fees
  • These are estimates based on the general rules, not a quote: the exact figure depends on the notice, your tax situation and the bank.
